Brazilian Samuel de Oliveira is unable to walk but has taken matters into his own hands.
I couldn't access the Health Department offices here in Juina because there was no wheelchair access and the town's bureaucrats didn't care says Samuel.
So the resourceful man turned up with a bucket of cement, some bits of wood and made his own.
